I think you are referring to the up/down arrows, which are for voting or "liking" an answer. It is not a new feature.
Avatars - did something happen? I don't know what you are referring to.

Avatar- an icon or figure representing a particular person in a video game, Internet forum, etc.

I think its that they arent on the questions page. Seems to have bamboozled Joe.
